"The 1898-S...is not available today because much of the coinage of the San Francisco mint that year was sent to the Philippines. Over the years, hoards of 1898-S through 1900-S coins have found their way back to the U.S., but these have largely consisted of cleaned EF and AU pieces. True unc's are very scarce.

Both 1898-P&S come well struck."1
